English Councils Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a recent study of municipal councils, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that six out of ten of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and land to shore up their finances, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

The group noted that a significant number of councils attempting to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on service redesigns and using savings to weather growing fiscal pressures.”

Detailed Examples of Proposed Sales

Medway Council in southeast England announced its asset disposal plan featured the sale of a retail complex in Rainham and a social club in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the plan.

Council Tax Increases and Broader Fiscal Pressures

This research of local authorities in the coalition, which covers several urban centers, further found that over seven in ten of authorities will need to raise local levies next spring to address the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council said it will press ahead with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these require time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of regional authorities recently also found council budgets being stretched by the growing number of young people and adults requiring special educational assistance.

A network of councils said that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have delayed planned reforms to the Send system until the coming year after a policy document setting out those changes has been postponed.

Deprivation and Financial Gaps

Based on the most recent deprivation measures (IMD) for UK local authorities, several key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“While only one key city is among the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of England. The figures highlights the extent of difficulties confronting local leaders across major urban centers in the next twelve months,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that reflects and responds to the actual extent of disadvantage and need,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised care services in the past 12 months, the study found.
