The Collapse of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are fought: hopeful statements are released from various governments. Significant resources is expended on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity enabled by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons flew past – sophisticated military planes delivered to Ukraine by NATO members.

Shortly after, Kyiv's missile defense engaged: multiple launches targeted at a incoming threat. This was a advanced protection mechanism at work, most likely delivered by Western nations. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly gives way to sober acceptance: perhaps the approaching threat won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Ongoing Risks

Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.

With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's vital need on external assistance – a need that neighboring countries are evidently unprepared to replace in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from American leadership generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new initiative from American administration unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, persist.

Political Considerations

It is tempting to accuse certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration operates on a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is impossible to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through words or deeds, from assuming that the status quo will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but preventing a entire defensive failure until conditions improve in its benefit.

Existing Situation

Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.

While new proposals based on old ideas are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
